In the past few years, it seems that there is a news report of alleged police brutality occurring frequently. Some say that this is because people can now readily record incidents and post them to social media. Some say that the incidents are actually increasing in frequency. Whichever is true, police are more scrutinized than ever before.
The parents of an unnamed Afghanistan War Veteran recently announced that they have filed a wrongful death suit against Dekalb County Police and against an officer personally. The lawsuit was filed regarding an incident that occurred this past March.
The parents of Anthony Hill state that Dekalb County officials “failed to implement adequate policies for responding to calls for service involving citizens exhibiting traits of a mental or psychological disorder.”
Last March, officer Robert Olsen was the first to respond to a 911 call involving Hill. Concerned neighbors had contacted 911 when Hill had stripped naked outside his Chamblee, Georgia apartment home. When Hill ignored Olsen’s commands to stop approaching him, he was shot twice by the officer. The family of Hill claims that the officer used excessive force. The officer told a grand jury that he feared for his life and assumed that Hill was under the influence of illegal substances.
Friends and family believe that Hill, who had been recently diagnosed with bipolar disorder, was experiencing an adverse reaction to his medication. Witnesses report that Hill was approaching the officer seeking assistance shortly before being shot.
A grand jury was evenly split when deciding to bring criminal charges against the officer. He remains on paid leave. Since the shooting, Dekalb County instituted mandatory training for officers in recognizing those showing symptoms of mental or psychological illness. No criminal charges have been filed against the officer, but it is still possible that they may be filed.
